SIVASAGAR, September 25 : Against the backdrop of a recent increase in road accidents, the Sivasagar district administration has initiated special measures to strengthen road safety and prevent accidents involving students. District Commissioner Mridul Yadav, through an order issued on September 25, directed the heads and principals of schools and colleges across the district to strictly implement a comprehensive set of road safety guidelines.

The directions have come into force with immediate effect. Educational institutions have been asked to play an active role in developing safe, responsible and law-abiding road behaviour among students while also sensitising parents and guardians to the risks and legal consequences associated with traffic violations.

Strict Emphasis on Helmet Use for Two-Wheeler Riders

Under the guidelines, all students riding two-wheelers must be strictly advised to wear standard protective helmets and ensure that they are properly fastened while riding.

Pillion riders must also wear helmets wherever required under applicable law. Educational institutions have been asked to consistently reinforce the importance of proper helmet use among students.

Students to Be Sensitised on Seat Belt Use

Students travelling in cars and other vehicles where seat belts are applicable must be encouraged to wear seat belts at all times.

School and college authorities have been directed to create regular awareness among students about the importance of seat belts and their role in reducing the risk of serious injury during road accidents.

No Underage Driving or Driving Without a Valid Licence

The administration has made it clear that no student should be permitted or encouraged to drive a motor vehicle before attaining the legally prescribed age or without possessing a valid driving licence.

Educational institutions have also been asked to sensitise parents and guardians on the issue. Students and their families should be made aware of the legal consequences associated with underage and unauthorised driving.

Strict Warning Against Triple Riding

Students must be strongly discouraged from triple riding on two-wheelers or carrying passengers beyond the permitted capacity of a vehicle.

Considering the increased safety risks associated with overloading two-wheelers, schools and colleges have been asked to pay particular attention to preventing such practices among students.

Action Against Overspeeding, Rash Driving and Dangerous Overtaking

Students should be sensitised against overspeeding, rash driving, dangerous overtaking and all other forms of negligent or reckless road behaviour.

Educational institutions have been asked to promote responsible driving habits, including maintaining safe speeds, remaining alert to road conditions and exercising caution while overtaking or manoeuvring through traffic.

No Mobile Phone Use While Driving

The guidelines call for strict instructions to students against using mobile phones or any other distracting devices while driving or riding.

As distraction behind the wheel or while riding can significantly increase the risk of an accident, institutions have been asked to create focused awareness among students about keeping their full attention on the road.

Driving Under the Influence Strictly Prohibited

Students must also be made aware that driving after consuming alcohol or any intoxicating substance is prohibited by law and poses a serious danger to the driver as well as other road users.

Educational institutions have therefore been asked to maintain clear and sustained awareness on the dangers and legal implications of driving under the influence.

Traffic Signals, Road Signs and Lane Discipline Must Be Followed

Students must be instructed to strictly comply with traffic signals, road signs, lane discipline and directions issued by traffic enforcement personnel.

The administration has emphasised that obeying traffic rules is essential not only for an individual’s safety but also for protecting pedestrians, passengers and other road users.

Safety and Fitness of School Buses and Vans to Be Ensured

The authorities of educational institutions must ensure that buses, vans and other vehicles used to transport students comply with all applicable motor vehicle laws, prescribed safety standards and fitness requirements.

Schools and colleges have been asked to ensure that there is no compromise on safety standards in vehicles engaged in student transportation.

Students Encouraged to Use Pedestrian Crossings and Footpaths

Students should be encouraged to use pedestrian crossings, footpaths and other designated road safety facilities wherever available.

They should also be taught to exercise due caution while crossing roads and remain alert to approaching vehicles and surrounding traffic conditions.

Parents and Guardians Also to Be Sensitised

The district administration has directed all concerned heads of educational institutions to ensure strict compliance with the guidelines and take responsibility for creating sustained awareness about safe and responsible road behaviour among students.

The administration has further made it clear that any violation of applicable traffic laws will be dealt with by the competent authorities in accordance with the provisions of law.
