Sivasagar Juvenile Justice Board Holds Quarterly Review Meeting; Detailed Assessment of Pending Cases : Delay in Preliminary Assessment Reports of Three Pending Cases Taken Seriously; Sivasagar Sadar and Simaluguri Police Stations Directed to Take Necessary Action

SIVASAGAR, September 27 : The quarterly review meeting of the Sivasagar Juvenile Justice Board was held at the conference hall of the District Judiciary, Sivasagar, with District and Sessions Judge Adri Bhattacharyya presiding over the proceedings.

The meeting conducted a detailed review of cases pending before the Juvenile Justice Board, focusing on their current status, progress towards disposal and action required from the departments and agencies concerned.

Cases Registered and Disposed of During Last Three Months Reviewed

At the outset of the meeting, Juvenile Justice Board member Parismita Deka presented an overview of the cases registered before the Board during the past three months. She also briefed the meeting on cases disposed of during the same period and highlighted the progress and present status of matters being dealt with by the Board.

The review was aimed at assessing the functioning of the juvenile justice mechanism and ensuring timely action in cases involving children in conflict with law.

Non-Submission of Preliminary Assessment Reports in Three Cases Flagged

During the subsequent discussion, another member of the Board, Aparajita Das, drew attention to three pending cases in which the required preliminary assessment reports had not yet been submitted by the police stations concerned.

The meeting was informed that the reports in these cases were awaited from Sivasagar Sadar Police Station and Simaluguri Police Station.

Taking serious note of the matter, District and Sessions Judge Adri Bhattacharyya directed the Deputy Superintendent of Police present at the meeting, as well as the officers-in-charge of the two police stations concerned, to take necessary action regarding the pending reports.

Sensitive Issue of DNA Testing of Newborns Discussed

The Child Welfare Committee also placed before the meeting a sensitive issue concerning DNA testing of newborn babies surrendered to the Committee by girls who had survived sexual abuse after giving birth.

The matter was discussed from the perspective of the legal and procedural requirements involved in conducting DNA tests on such newborns.

In this connection, the District and Sessions Judge asked the representative of the Health Department to furnish at the earliest the relevant information regarding the applicable legal provisions, departmental policies and guidelines governing DNA testing of newborn babies.

The meeting stressed the need for clarity on the prescribed legal and departmental procedures, considering the sensitive nature of such cases and the rights and welfare of the children concerned.

Judiciary, Police, Health and Women & Child Development Officials Attend

Among those present at the quarterly review meeting were Chief Judicial Magistrate Ranjan Brahma; Secretary of the District Legal Services Authority, Soumar Jyoti Dutta; Additional Chief Judicial Magistrate Jahnavi Hazarika; and Sub-Divisional Judicial Magistrate (Sadar) Shailen Buragohain.

Officials and personnel from the Health Department, Police Department, and Women and Child Development Department also attended the meeting.

Focus on Timely Disposal and Inter-Departmental Coordination

The meeting laid particular emphasis on the timely disposal of cases under the juvenile justice system, effective coordination among the judiciary, police, health authorities and other departments concerned, and strict adherence to prescribed legal and departmental procedures while dealing with sensitive matters involving children and adolescents.

The deliberations also underlined the importance of prompt submission of required reports and coordinated institutional action to ensure that proceedings before the Juvenile Justice Board are not unnecessarily delayed.
